Building Director

POSITION: Building Director

STATUS: Part-Time, Non-Exempt

DEPARTMENT: Administration

REPORTS TO: Village Administrator SUPERVISES: Building Department Staff LOCATION: Village Office

RESPONSIBILITIES

1. Reviews, approves, and ensures progression of all plans and specifications of significant       

    structures/projects.

2. Enforces the Building Code which includes the location, design, materials, construction, alteration, 

    repair, equipment, maintenance, use, occupancy, removal, and demolition of the buildings,     

    structures, and appurtenances located in the Village of Robbins.

3. Plans, supervises and coordinates the Building Department’s activities, personnel, and operations. 4. Researches and prepares official responses to major complaints/violations and certifies dangerous

    structures.

5. Performs a broad range of building, permitting, and code administrative functions, including plan

    reviews, building inspections, code administration, interpretation, and code compliance.

6. Works directly with property owners, architects, contractors, builders, and residents to explain

    code requirements, answer code-related questions, and diagnose and resolve project-specific

    permitting and construction-related problems.

QUALIFICATIONS

1. Associate’s degree required (Bachelor’s degree preferred) in Engineering, Architecture,

    Construction Technology, or related field of study applicable to building construction.

2. ICC Master Code Professional is preferred

3. Thorough knowledge of ICC building codes and considerable knowledge of plumbing, electrical,

    and other construction-related regulations.

4. At least three (3) years of experience managing and supervising employees.

5. A minimum of three (3) ICC Certifications; ie, Property Maintenance and Housing, Residential

    Inspector, and Commercial Inspector (or must be obtained within 6 months of hire).

6. A minimum of two (2) years of experience in municipal inspections, or construction trades

7. Must have a valid driver’s license.

8. Must possess an outstanding work ethic, positive attitude, and be self-motivated.

9. Must be familiar with principles, practices, and objectives of municipal government, be customer

    service-focused, be well versed in a wide range of residential and commercial building

    applications, and be able to manage effectively during periods of high volume.

10. Must be an excellent communicator, have the ability to motivate a dedicated staff and focus on

      efficient and effective management of daily operations.

11. Must be able to work collaboratively and effectively communicate technical and non-technical

      information providing a high level of customer service.

12. Ability to multitask and perform under deadlines and changing schedules.

13. Ability to organize and balance project budgets.

14. Knowledge of Microsoft Word, Excel, and PowerPoint.

HR PROCEDURAL REQUIREMENTS

1. Legal authorization to work in the United States

2. A valid Illinois Driver’s license with a clean record and access to an insured automobile

PHYSICAL REQUIREMENTS

Must be able to materially perform the task normally associated with the position including but not limited to: ability to lift up to 50 lbs.
