Village Departments

Administration

The Administration Department carries out the administrative functions in running the municipality. The head of the department is the Village Administrator, Beverly Gavin, who has been employed by the Village for 10 years. Including the Administrator, the department consists of seven staff members. Some of the departments’ functions include grant writing, finance, economic development, human resources, payroll, and other daily operations.

 

Water Department

The Water Department collects various types of payments from residents, including water, sewer, garbage, vehicle stickers, and pet licenses. The Water Billing Department consists of a supervisor, Lillian Barker, and two water clerks. The Water Department is open Monday thru Friday from 9:00 AM to 5:00 PM to assist residents.

Bernard Ward, the Water Operations Supervisor, is responsible for the maintenance of water and sewer mains. Mr. Ward locates water leaks, repairs broken water and sewer mains, oversees the two pumping stations, reads commercial water meters, and performs other infrastructure-related duties.

 

Police Department

Robbins Police Department provides police protection to the Village of Robbins. The Police Department is led by Chief Johnny Holmes. Besides the Chief, there is one Commander, three Captains, three Sergeants, three Corporals, and three Investigators.  There are also over twenty part-time police officers. All police officers have been certified by the State of Illinois. Officers receive training throughout the year on investigation techniques, firearms training, and street survival. The Police Department’s vehicle fleet consists of eight squad cars and two three-wheelers.

Within the Police Department are the Records Department and Communications Department. The Records Department consists of two employees who maintain records relating to accident reports, arrest records, and other police matters. The Communications Department consists of five dispatchers who handle both emergency and non-emergency calls.

 

Fire Department

Robbins Fire Department provides fire and emergency medical first-responder services to the Village of Robbins. The Fire Department consists of twenty -five members. Fire Chief Charles B. Lloyd, Sr. has led the department since 1982. Including the Fire Chief, there are nine full-time (career) firemen. The remainder are part-time and paid-on-call fire personnel. There are currently six state-certified basic firefighter instructors, four state-certified advanced firefighter instructors, and two certified National Incident Management Systems (NIMS) instructors under Homeland Security.
In 2007, Robbins Fire Department responded to 1,341 emergency calls, of which 1,101 were emergency medical service (EMS) calls. The department has four pumpers, one rescue squad, and one ninety-five foot aerial tower truck. Robbins Fire Department is an active member of the 2nd Fire District (Mutual Aid MABAS Division 22), which serves sixteen local departments. This district also has inter-divisional response agreements with the 1st and 3rd districts (metropolitan Chicago area) in Illinois.

 

Building Department / Code Enforcement

The Building Department is responsible for conducting inspections of homes and businesses in the Village of Robbins. Homes must pass an inspection in order to receive a transfer stamp to sell the property. Homes needing certain types of renovation also must be inspected. Businesses receive an annual inspection to ensure they meet Village safety requirements. Sylvia Parham, the Village Planner, is the head of the department. Derick Carter is both the Chief Building Inspector and Electrical Inspector. There is also a Plumbing/HVAC inspector on staff.                                                                                                                                                                                                                                                                                                                                  The Code Enforcement Department consists of four Code Enforcement Officers and a Health/Food Inspector. The officers travel throughout Robbins on a daily basis to ensure that homeowners are properly maintaining their property. The Health/Food Inspector visits restaurants in Robbins to ensure their cleanliness and that food is being handled properly.

 

Public Works Department

Robbins Public Works Department has many functions, including cutting grass, repairing water breaks, filling potholes, street sweeping, resurfacing streets, install/maintain fire hydrants, installing street signs, and snow removal. The department is led by Mike Wilson. Including Mr. Wilson, there are six employees in the department. The Public Works staff receives regular training in areas such as close confinement, utility line location, National Incident Management System, traffic directing, and equipment safety.

The Public Works Department vehicle fleet includes a street sweeper, two tractors with bush hogs, a 4900 International snow plow, and a dump truck/snow plow. There is also a sewer jet, which is used by both Public Works and Water Operations.
